People at work

So I was working Customer Service last night at work
Big sign at the front of the till reads:
10 items or less!!
So please explain to me why people still come through with 27 items when

1. They don't even need lottery
2. Every other till in the place is empty

Maybe it's just me and the whole world has become so stupid
That they can't tell the difference between 10 and 27
